Track Editor

Also known as TE, this is a track creation utility created by Marcin Wichary. Latest version is v1.1, made in early 1993.
This program has no mouse support, so it's not easy to handle it, but it is a good track and terrain editor with a full view of the terrain (30x30) and close to in-game track editor.
It has also some pre-attached track elements for combinations often used (often used by the author, at least).
